Short answer
Write a short rule list: route by what the customer asked for first, then by area or language, then round robin for the rest. Name a backup for every rule and a default owner for anything unmatched. Alert the owner, remind them if nobody replies, and track time to first reply weekly.
Why small teams need routing rules
Without rules, three things happen. Easy enquiries get answered twice, awkward ones get answered by nobody, and the person who replies first isn't always the one who can quote. A routing rule fixes ownership: one person is responsible for the first reply and the follow-up, and everyone else can see that.
Speed is the reason to care. Our guide to lead response time covers instant acknowledgements and alerts; routing is the step that decides who gets the alert.
Writing routing rules that fit a small team
Rules run top to bottom, and the first match wins. Five lines are usually enough.
| Order | Rule type | Example | Why this order |
|---|---|---|---|
| 1 | By service or product | Commercial jobs to the commercial lead, residential to the residential designer | The person who can quote replies fastest |
| 2 | By area or language | Mandarin enquiries to the Mandarin-speaking coordinator | Customers get answered in their language |
| 3 | By value or source | Enquiries over S$10,000 to the director | Big jobs get senior attention |
| 4 | Round robin | Everything else rotates between three sales staff | Spreads the load fairly |
| 5 | Default owner | Office manager | Nothing is ever unassigned |
Keep the inputs you route on in the enquiry form itself: a 'What do you need?' dropdown, a postcode or area field and a preferred language. Free-text messages are hard to route reliably.
Covering leave, sick days and after hours
Routing breaks most often when the owner is away. Plan for it in the rules rather than in a WhatsApp group.
- A backup per rule: if the commercial lead is on leave, commercial jobs go to the operations lead. Write the backup into the rule, not into someone's memory.
- Availability checks: Zoho CRM's assignment rules can check a user's online status and shift timing before assigning, and assign to a default user when the selected user is unavailable or deactivated.
- A leave calendar the automation can read: with Make, Zapier or Apps Script, a shared calendar or sheet of who is away can switch the owner automatically.
- After-hours message: enquiries outside office hours get an honest 'we'll reply by 10am' message and go to the next morning's owner.
- Leavers: remove leavers from rotation on their last day, or new leads keep going to an empty inbox.
What HubSpot and Zoho CRM can do natively
Both popular CRMs can route leads, with different plan requirements.
HubSpot
- Any plan: set a record owner by hand
- 'Rotate record to owner' workflow action for automatic rotation
- Needs Sales Hub or Service Hub Professional or Enterprise
- Owners must have paid Sales or Service seats
Best for: Teams already on HubSpot Professional.
Zoho CRM
- Assignment rules for Leads, Contacts, Deals and more
- Up to 25 criteria per rule entry; round robin when several users are picked
- Availability check by online status or shift; default user fallback
- Applies to records from import, web forms and API, not manual entry
Best for: Small teams wanting rule-based routing on a lower budget.
HubSpot's rotate record owners article lists the seat requirements, and says lead and ticket records also get load-balanced, round-robin and random distribution options. For the wider choice of CRM and prices, see our best CRM for Singapore small businesses guide.
If you don't use a CRM yet, the same rules can run in Make, Zapier or Google Apps Script between your web form, a Google Sheet and WhatsApp or email alerts; our Zapier vs Make comparison helps you pick. Facebook and Instagram lead forms can feed the same rules, as our guide to sending Meta lead ads to a CRM and WhatsApp shows.
Notifications that get read
An alert nobody notices is no better than no routing.
Alert the owner only
Send the new lead to the assigned person, not the whole team, with the customer's name, what they asked for and a link to the record.
Use the channel they watch
For most small teams that is WhatsApp or a mobile CRM app, not a desktop email folder.
Acknowledge the customer at once
An automatic reply with the owner's name and a realistic reply time.
Remind, then escalate
If there is no reply within your target time, remind the owner; if there is still none, alert the backup or manager.
Log the first reply
Record when a person first replied, so you can measure it.
Measuring whether routing works
Check a handful of numbers every week for the first month, then monthly.
Weekly routing check
If the default owner gets more than a few leads a week, add or fix a rule. If one person's response time is much slower, look at their workload before blaming them.
Do it yourself or get help?
If you're on HubSpot Professional or Zoho CRM, setting up a basic rule list is something you can do in an afternoon using the vendor guides above. It gets fiddly when leads come from several places (web forms, WhatsApp, Facebook lead ads, marketplaces), or when you need leave cover and reminders without a CRM.
Our Workflow Automation (S$390 per workflow) builds one workflow of up to five steps in your own Make, Zapier or Google Apps Script account, for example: new enquiry, assign by rules and leave calendar, alert the owner on WhatsApp or email, and remind if there's no reply. It includes error alerts to your email and documentation of how it works.
Frequently asked questions
Lead routing means assigning each new enquiry to a named person automatically, using rules such as the service requested, area, language or a simple rotation. The aim is that every lead has one owner within minutes, who is responsible for the first reply and the follow-up.
Assigning a record owner by hand works on all HubSpot plans, but the Rotate record to owner workflow action needs Sales Hub or Service Hub Professional or Enterprise, according to HubSpot's knowledge base. The people receiving leads must have paid Sales or Service seats. On lower plans, teams assign by hand or use an outside automation.
Write a backup into each rule, and use a tool that checks availability. Zoho CRM's assignment rules can check online status and shift timing and fall back to a default user. With Make or Zapier, a shared leave calendar can switch the owner automatically. Also set a reminder if a lead gets no reply.
By skill first, round robin for the rest. Send enquiries to the person who can actually quote or answer them, such as by service, area or language, and rotate only the general enquiries. Pure round robin is fair but often sends specialist questions to the wrong person.
Track the median time from enquiry to first human reply, how many leads go unanswered after a business day, how many fall through to the default owner, and how leads are spread across the team. Check weekly for the first month. Rising default assignments usually mean a missing rule.
