When Your AI Chatbot Should Hand Over to a Human (and How)

An AI chatbot that answers opening hours and prices well can still lose a customer in one bad conversation: a complaint it tries to argue with, a refund it cannot process, or a question it answers confidently and wrongly. The fix is a clear handover rule. This guide lists the triggers that should pass a chat to a person, how to route after hours, what the customer should see, what WhatsApp's Business Messaging Policy requires, and the numbers to watch so you notice when handovers are being missed.

Key takeaways

  • Always hand over when a customer asks for a person; never make them repeat the request.
  • Complaints, refunds, payment changes and anything legal or medical should go to staff.
  • WhatsApp requires businesses using automation to offer prompt, clear escalation paths.
  • After hours, tell customers when a person will reply instead of leaving them waiting.
  • Review missed handovers weekly: repeated questions, angry words and abandoned chats.

Short answer

Hand over when the customer asks for a person, is complaining or upset, wants a refund, cancellation or payment change, or the bot cannot answer after two tries. Tell the customer who will reply and when, pass the chat history along, and on WhatsApp always keep a clear route to a human.

The handover triggers every chatbot needs

A handover rule is a short list of situations where the bot stops trying and passes the conversation to a person. Most AI chatbot tools let you set these as instructions, keywords or workflow rules. Start with these:

TriggerExample messagesWhy a person should take it
Customer asks for a person'talk to staff', 'real person', 'call me'Ignoring the request is the fastest way to lose trust
Complaint or strong emotion'this is ridiculous', 'very disappointed', all capsBots tend to repeat policy at upset people
Money changesRefunds, cancellations, payment disputes, bank detail changesNeeds judgement and is a common scam route
Bot cannot answerSame question twice, or 'that's not what I asked'Repeated wrong answers end the conversation
High-value leadBulk orders, corporate quotes, big projectsA quick human reply is worth more than a form
Sensitive topicsHealth, legal, NRIC numbers, insurance claimsHigher risk if the bot gets it wrong or stores it

Keep the keyword list in your own language mix. In Singapore that usually means English and Singlish phrases, plus Chinese or Malay if you serve those customers.

WhatsApp's rule: automation needs an escalation path

If your bot runs on the WhatsApp Business Platform, handover is not optional. WhatsApp's Business Messaging Policy says you may use automation when replying in the 24-hour customer service window, but must also have prompt, clear and direct escalation paths available.

  • In-chat transfer to a human agent
  • A phone number
  • Email
  • Web support on your business website
  • An in-store visit
  • A support form

In-chat transfer is the best experience, but the policy lists the others as acceptable paths. Whatever you choose, make it visible: a menu option or a line in the bot's greeting, not something the customer has to guess. Our guide to starting on WhatsApp or your website compares the two channels.

How to set up a clean handover

The handover itself is where most small businesses fall down: the bot says 'someone will contact you' and nobody does. Build it in this order.

  1. Decide where handed-over chats land

A shared inbox, a WhatsApp team inbox, or an email to a monitored address. One place, owned by a named person per shift.

  2. Pass the conversation, not just a flag

The person taking over should see the full chat and any details the bot collected, so the customer never repeats themselves.

  3. Tell the customer what happens next

Say who will reply and roughly when, for example 'A team member will reply here within an hour during opening hours.'

  4. Stop the bot once a person takes over

The bot should not jump back in mid-conversation. Most tools pause automation for that chat until it is closed.

  5. Alert the person

A notification on phone or desktop, not only an unread count in a dashboard nobody opens.

  6. Close the loop

When the issue is sorted, mark the chat resolved and note why it was handed over, so you can improve the bot's answers.

After hours: what the bot should say

Many handovers happen at night or on weekends. The bot should still answer what it can, then set a clear expectation.

Good after-hours handover

  • 'We are closed now. A team member will reply after 9am tomorrow.'
  • Collects name, contact and the question so staff start with context
  • Offers urgent alternatives if they exist, such as a hotline
  • Morning staff see the overnight handovers first

What frustrates customers

  • 'An agent will be with you shortly' at 11pm
  • Repeating 'please hold' messages
  • Asking for the same details twice
  • Handed-over chats buried under new ones

If you use separate tools for after-hours replies, our guide to after-hours auto-replies on WhatsApp and Instagram covers the settings.

How vendors count handovers (and bill for them)

Handover rules affect cost as well as service. Intercom's help article on Fin AI Agent outcomes shows how one major vendor treats them, at US$0.99 per outcome as of October 2026:

SituationBilled by Intercom?
Fin answers and the customer asks for nothing moreYes, as a resolution
Fin completes a Procedure you set up that ends in a handoff to a personYes, as a procedure handoff
Fin hands over because it could not resolve it, or the customer asked for a humanNo
Fin escalates because of a workspace-level escalation ruleNo
Source: Intercom help centre, checked 21 October 2026.

Other vendors count differently; our Intercom Fin vs Zendesk comparison sets them side by side. The practical point: understand what your tool counts as a 'resolution'. A customer who gives up and leaves can look like a success in the report.

Measuring missed handovers

A bot that never hands over is not necessarily a good bot. Check a sample of conversations each week for signs a person should have stepped in.

Weekly 20-minute review

Conversation logs contain personal data, so keep the review inside your chatbot tool and set a retention period. Our guide to chatbot conversation logs and the PDPA explains what to keep and for how long.

Do it yourself or get help?

Writing the trigger list and the customer messages is a job for the owner or customer service lead: you know which conversations go wrong. Wiring the handover into your inbox, notifications and WhatsApp number is where set-up help saves time.

Our AI Website Assistant (S$790) is trained on your website, FAQ and documents, captures leads, and hands over to WhatsApp or email, with guard-rails so it only answers about your business and a usage report after 30 days. For WhatsApp, our WhatsApp Notifications (S$590) sets up an official Business API number with up to three approved templates and PDPA opt-in handling. IT Sorted is a Singapore-based team of developers with over 10 years of experience; you pay upfront, send the brief in writing and follow progress on your order page.

Frequently asked questions

Whenever the customer asks for a person, is complaining or upset, wants a refund, cancellation or payment change, raises something sensitive such as health or legal issues, or the bot has failed to answer the same question twice. High-value sales enquiries are also worth passing to a person quickly.

WhatsApp's Business Messaging Policy says businesses may use automation when replying within the 24-hour customer service window, but must also make prompt, clear and direct escalation paths available. Listed options include in-chat transfer to a human agent, a phone number, email, website support, in-store visits or a support form.

Be specific about when a person will reply, for example after 9am the next working day, and collect the customer's name, contact and question so staff can pick it up without asking again. Avoid messages like 'an agent will be with you shortly' when nobody is working.

No. Once a staff member takes the conversation, pause the bot for that chat until it is closed. A bot that interrupts with automated answers in the middle of a human conversation confuses customers and can contradict what staff have promised.

Review a sample of chats weekly. Look for customers repeating questions, negative words, chats that end right after a bot answer about refunds or complaints, and handed-over chats nobody replied to. Then add those patterns to your trigger list.
