Short answer
Meta's Special Ad Category targeting limits apply to US advertisers and campaigns reaching the US, Canada and parts of Europe, not to Singapore-only campaigns. In Singapore, financial ads must still target 18+, avoid collecting financial details in the ad, and follow MAS and sector rules.
What Meta's Special Ad Categories are
When you create a campaign in Ads Manager, Meta asks whether it falls into a Special Ad Category. Meta's guide to choosing a Special Ad Category lists the categories and notes that the former Credit category has been replaced by Financial products and services.
| Category | Typical ads | Main effect |
|---|---|---|
| Financial products and services | Loans, credit cards, insurance, investments, mortgages | Targeting limits in some countries; financial ads policy applies everywhere |
| Employment | Job vacancies, recruitment drives, staffing agencies | Targeting limits in some countries |
| Housing | Property sales and rentals, home loans | Targeting limits in some countries |
| Social issues, elections or politics | Advocacy, election and political content | Authorisation and "Paid for by" disclaimer in many countries, including Singapore |
Do the targeting limits apply to Singapore-only ads?
Mostly no. Meta's help page on audiences for housing, employment or financial products and services says age, gender, postcode, exclusion targeting, lookalike audiences, saved audiences and some interests are limited or unavailable for:
- Advertisers based in the US or US territories.
- Advertisers showing ads to audiences in the US or US territories, Canada and certain European countries and territories.
Meta's employment ads page uses the same test: you need to choose the Special Ad Category if you are a US advertiser or your target audience is in the US, Canada or certain parts of Europe. A Singapore business advertising only to Singapore is not in those groups, so these specific targeting limits do not apply.
Meta's financial ads policy applies everywhere
Separate from the targeting limits, Meta's Financial and Insurance Products and Services policy applies to ads in every country, including Singapore.
- Ads for credit cards, loans or insurance must be targeted to people aged 18 or older.
- Ads must not directly request personally identifiable information or certain financial information, under Meta's fraud and privacy policies.
- Advertisers may need to verify their identity and show they are authorised by the relevant regulator where that is required, and must follow disclosure requirements set by law.
- Prohibited products include payday loans, paycheck advances, bail bonds, short-term loans of 90 days or less and binary options.
Meta's financial services verification page lists the regions where it currently requires financial services verification: Australia, Hong Kong, India, Ireland, Israel, Spain, Taiwan, Thailand, the United Kingdom and the United States. Singapore is not on that list as of October 2026, and Meta says that if a country is not listed there is no such verification requirement there for now.
Singapore's advertiser verification still applies
Even without financial services verification, every advertiser reaching Singapore has to verify who benefits from and pays for the ads. Meta's developer blog announcement said compliance would be enforced from as early as 27 May 2025, with the verified beneficiary and payer shown on ads.
Our guide to Meta advertiser verification in Singapore walks through the steps. Social issue, electoral or political ads have their own authorisation and "Paid for by" requirements, and Meta lists Singapore among the countries where authorisation is required.
Singapore sector rules that apply on top of Meta's
Meta's approval does not mean an ad is legal in Singapore. Each sector has its own advertising rules, and they apply to Facebook and Instagram ads like any other channel.
| Sector | Who sets the rules | Our guide |
|---|---|---|
| Financial advisers and investment products | MAS (licensing, fair dealing and advertising requirements) | Financial adviser website and MAS rules |
| Insurance agents | MAS and industry codes for agents' online activity | Insurance agent website and social media rules |
| Licensed moneylenders | Ministry of Law, Registry of Moneylenders | Moneylender advertising rules |
| Job ads and recruitment | TAFEP fair employment guidelines; the Workplace Fairness Act once it commences | Careers page and job ad rules |
Before advertising a regulated financial product, check that the entity named in the ad appears in the MAS Financial Institutions Directory under the right licence. Customers can check it too, and scammers often impersonate licensed firms, so a mismatch between your ad and your licence details looks suspicious.
How to set up a compliant financial or job ad campaign
This order avoids most rejections for Singapore campaigns.
Complete Singapore advertiser verification first
Verify the beneficiary and payer in Business Settings under Authorizations and verifications, and set them as defaults in Ads Manager.
Decide whether a Special Ad Category applies
If the campaign reaches only Singapore, the targeting restrictions do not apply. If it also reaches the US, Canada or listed European countries, select the right category and countries.
Set the age to 18+ for credit, loan or insurance ads
Meta's financial policy requires this in every country.
Keep sensitive data out of lead forms
Do not ask for NRIC, income, bank or card details in the ad or instant form. Collect them later, securely, after consent.
Check the ad against your sector rules
MAS, moneylending or fair employment wording rules, required disclaimers and licence details, before submitting.
Keep a record of approvals
Save the final creative, landing page and any compliance sign-off with the campaign name and date.
If an ad is rejected anyway, our guide to fixing rejected Meta ads covers the review and appeal process.
Do it yourself or get help?
The Meta settings are quick once verification is done. The harder part is the sector rules, which are your responsibility and, for financial products, often need your compliance officer or principal firm to sign off. This guide is general information, not legal advice.

Frequently asked questions
The targeting restrictions for housing, employment and financial products and services apply to advertisers based in the US and to campaigns reaching the US, Canada and certain European countries. A Singapore business advertising only to Singapore is not covered by those specific limits, but Meta's financial ads policy and Singapore's advertiser verification still apply.
As of October 2026, Singapore is not on Meta's list of regions requiring financial services verification, which includes Australia, Hong Kong, India, the UK and the US among others. All advertisers reaching Singapore must still verify their beneficiary and payer, and must follow MAS and other Singapore rules for financial advertising.
Meta's Financial and Insurance Products and Services policy says ads promoting credit cards, loans or insurance services must be targeted to people aged 18 or older. This applies in every country, including Singapore, regardless of whether the campaign uses a Special Ad Category.
No. Meta prohibits ads that directly request personally identifiable information or certain financial information, under its fraud and privacy policies. Singapore's PDPA and the advisory guidelines on NRIC numbers also restrict collecting NRIC numbers. Collect only basic contact details in the form and handle anything sensitive later, securely and with consent.
Only if the campaign reaches the US, Canada or certain European countries, or you are a US-based advertiser. For Singapore-only job ads, the category is not required by Meta, but your ad wording must still follow TAFEP's fair employment guidelines (and the Workplace Fairness Act once it commences), such as avoiding age, gender or race preferences.
