Short answer
To run Facebook or Instagram ads that reach Singapore, verify your advertiser and payer in Meta Business Suite under Authorizations and verifications, then set them as the default in Ads Manager. Meta usually replies within 2 business days. Without it, ads may be rejected or paused.
What Meta requires for ads shown in Singapore
Meta's developer notice of 7 May 2025, All advertisers delivering ads to audiences in Singapore required to complete verification and transparency processes, set the rule. Every advertiser targeting audiences in Singapore, including global campaigns that happen to include Singapore, must verify the people or organisations that benefit from and pay for the ads, then choose which verified advertiser and payer appear alongside the ads.
Enforcement started as early as 27 May 2025. New ad sets delivering to Singapore without an advertiser and payer may be rejected or paused. Meta's help page About advertiser verification for ads transparency adds that from March 2026 Meta uses the word "advertiser" instead of "beneficiary", so older guides and screens may still say beneficiary.
What you need before you start
Have these ready so you can finish in one sitting:
Before you start verification
Meta's list of business documents it accepts says documents must not be expired, must show the legal name plus the address or phone number, and must be in a supported language such as English, Malaysian or Mandarin. A utility bill can prove the address or phone, but not the legal name.
How to verify your business as advertiser and payer
You can start from Meta Business Suite, Ads Manager on desktop, or when prompted during ad creation. Business Suite is the most predictable route.
Open Authorizations and verifications
In Meta Business Suite, go to Settings, then Authorizations and verifications, and choose Verify yourself or an organization.
Choose organisation or individual
Pick Verify an organization for a company or sole proprietorship, or Verify yourself if a person is the advertiser or payer.
Enter the organisation's details
Select Singapore, then enter the legal name, street address, phone number and website exactly as registered. Adding the website unlocks the email verification option.
Pick a matching record or upload documents
If Meta finds your business in third-party databases, select the matching record. If not, upload a business registration or similar document that matches what you typed.
Confirm with a code
Choose email (domain must match your website), phone call, text message or WhatsApp. Enter the code Meta sends.
Wait for the review
Meta says it updates the status within 2 business days. Check back under Authorizations and verifications.
Set the default advertiser and payer
In Ads Manager, go to Advertising settings, then Default advertiser and payer, and select Singapore. New ad sets then fill this in automatically.
If your advertiser and payer differ for some campaigns, you can instead choose them in the Ad transparency section of each ad set.
Why Meta advertiser verification gets rejected
Most failures come from small mismatches rather than anything suspicious.
| Problem | What to fix |
|---|---|
| Name differs from the document | Use the exact legal name, including "Pte. Ltd." spelling as registered |
| Address or phone on the document does not match | Type the details exactly as they appear on the uploaded document |
| Email code option missing | Add your website; the email must be on the same domain (not Gmail) |
| Phone code never arrives | Meta says automated phone systems may not work; use a mobile or WhatsApp |
| Expired or cropped document | Upload a current, full-page document; cover unrelated personal data only |
| Wrong person verifying | The person must have admin or advertiser access to the ad account |
The OCHA Code of Practice: why this will get stricter
Meta's rule now has a legal backstop. On 17 August 2026 the Singapore Police Force's OCHA Office issued new Codes of Practice under the Online Criminal Harms Act. The new Social Media Code applies to Facebook, Instagram and TikTok, which SPF says accounted for about 30% of scam cases in 2025.
- Platforms must verify advertisers' identities against government-issued records before advertisers targeting Singapore users can publish ads.
- Ads for financial services or products to Singapore users are disallowed unless the advertiser is licensed by MAS or another relevant Singapore authority.
- Suspected scam ads, including those using URL cloaking, must be blocked or removed promptly.
- Facebook, Instagram and TikTok must comply by 31 January 2027.
For a legitimate small business, the practical effect is that sloppy or mismatched verification details will matter more, not less, through 2027. It also helps with a common problem: scammers running ads that pretend to be your brand. Our guide to fake social media ads impersonating your business covers how to report them.
Google has a similar process
Google Ads runs its own advertiser verification with different documents and timings. If you advertise on both, use the same legal name, address and website in both places so neither platform flags a mismatch. See our Google Ads advertiser verification guide for Singapore.
Do it yourself or get help?
Most Singapore businesses can verify in one sitting if the ACRA details, website and business phone are to hand. Do it yourself, from your own admin account, so the verified identity belongs to your business.
If your ads are already paused, your business portfolio has a tangle of old admins and agencies, or verification keeps failing, our Meta Ads Setup (S$590, paid upfront) sets up the portfolio, ad account, verification, pixel and conversion tracking cleanly in your name. For an existing account, an Ad Account Audit (S$290) checks access, verification and tracking. IT Sorted is a Singapore-based team of developers with over 10 years of experience.
Frequently asked questions
Yes, if the boosted post reaches people in Singapore. Meta's rule covers all advertisers delivering ads to Singapore audiences, and boosting a post creates an ad. You may be prompted to verify when you boost from Facebook, Instagram or the Business Suite app, and in some cases Meta asks you to finish on desktop.
Meta's help centre says it reviews submitted information and updates your verification status within 2 business days, shown under Authorizations and verifications in Meta Business Suite. In some cases Meta confirms identity straight away from a matching business record. Start before you plan to launch a campaign, not on the day.
Often none, if Meta finds a matching record of your business. If it does not, Meta accepts documents such as a certificate of incorporation, a business registration or licence document, a government-issued business tax document or a business bank statement. The document must show your legal name and match the address or phone number you entered.
No. Advertiser verification confirms who is behind and paying for your ads and is required for ads in Singapore. Meta Verified for businesses is a separate subscription product that adds a badge and other features. Meta's help centre notes that verifying your business does not give you a verified badge.
Meta says that if verification is required and you miss the deadline, your ads may be paused and you may not be able to publish new ads, and in some cases the account may be restricted until you verify. Completing verification restores the ability to run ads. Existing verified accounts keep running as long as the details stay valid.
