Short answer
Zoho Desk is the budget pick (free for 3 agents, paid from S$9.31). Freshdesk sits in the middle with simple pricing and AI sessions included. Zendesk costs most but has the deepest channels, AI and app ecosystem. Under five agents, Zoho or Freshdesk is usually enough.
Zendesk vs Freshdesk vs Zoho Desk: quick verdict

Channels: email, live chat and WhatsApp
Most small Singapore businesses need email plus at least one messaging channel. Check which tier unlocks each one.
- Zoho Desk: email, social media and web forms from Express; business messaging and instant messaging from Standard; telephony from Professional; live chat through Zoho SalesIQ on Enterprise.
- Freshdesk: the main Freshdesk plans focus on email ticketing; Freshdesk Omni plans add omnichannel support such as messaging and chat.
- Zendesk: Support Team is email and ticketing; Suite plans add messaging and live chat, telephony and social and messaging apps including WhatsApp, with additional fees for WhatsApp.
Whichever you choose, WhatsApp runs on Meta's WhatsApp Business Platform, and Meta charges for business-initiated messages on top of the helpdesk subscription. Our guide to WhatsApp Business API costs in Singapore explains those fees. If you only need a few staff answering one WhatsApp number, a helpdesk may be more than you need.
AI features and what they really cost
All three now sell AI that drafts replies, summarises tickets or answers customers directly. The pricing models differ, so estimate volume before you compare.
| AI agent (answers customers) | Agent assist (helps staff) | |
|---|---|---|
| Zendesk | Included in plans, billed per automated resolution (only when solved without a human) | Copilot add-on US$50/agent/mo |
| Freshdesk | Freddy AI Agent: 500 sessions free once, then US$49 per 100 sessions | Freddy AI Copilot US$29/agent/mo (Pro and above) |
| Zoho Desk | AI agents listed from Express; generative AI on a bring-your-own-key basis | Zia AI from Professional |
"Bring your own key" means you connect your own account with an AI provider and pay that provider for usage. It can be cheaper, but you manage the key and the data terms. Our guide to AI chatbots for Singapore websites covers the PDPA and accuracy questions that apply to any of these.
SLAs, routing and reporting
Service level agreements (SLAs) set targets such as "first reply within 4 business hours" and warn agents before a ticket breaches. They matter once you promise response times to clients.
Features to check for your tier
Lower tiers usually cover one SLA policy and basic reports. If you serve a few large clients with different contracted response times, you will likely need a middle tier on any of the three.
Data hosting, PDPA and integrations
A helpdesk holds customer names, emails, phone numbers and message history, so PDPA applies. Freshworks says you choose your data centre when you sign up; for Zendesk and Zoho, check the data location options before creating the account, as moving later is harder. Under the PDPA, transferring personal data overseas requires that it be protected to a comparable standard, usually covered by the vendor's data processing terms.
Integrations decide how much manual work remains. Zoho Desk connects most easily to Zoho CRM and other Zoho apps; Zendesk has the largest marketplace; Freshdesk links to Freshworks CRM and common tools. If you have not chosen a CRM yet, our guide to the best CRM for small businesses in Singapore compares options, and automation tools can fill gaps between systems.
Count agents and channels
List who answers customers and through which channels today, and which you want in the next year.
Estimate monthly ticket volume
This drives AI costs, especially per-resolution or per-session pricing.
Trial two tools with real tickets
All three offer free trials. Forward a week of real enquiries and test routing, SLAs and replies.
Check data location and terms
Pick the data centre at sign-up and save the data processing agreement.
Plan the integrations
Connect email, website forms, WhatsApp and your CRM before inviting the team.
Do it yourself or get help?
Setting up a helpdesk is mostly configuration: connecting mailboxes, building ticket views, writing canned replies, SLA rules and routing. A tidy-minded office manager can do a basic set-up in a day; channel integrations and automations take longer.
Our Workflow Automation package (S$390) connects your helpdesk to forms, CRM, WhatsApp and notifications so tickets route themselves. If you want an AI assistant answering common questions before tickets reach staff, our AI Website Assistant (S$790) is trained on your own answers.
Frequently asked questions
Zoho Desk, as of October 2026. It has a free plan for three agents and paid plans from S$9.31 per agent per month on annual billing. Freshdesk and Zendesk both start at US$19 per agent per month for email ticketing on annual billing, and their omnichannel and AI tiers cost considerably more, especially Zendesk.
Freshdesk's pricing page as of October 2026 lists Growth, Pro and Enterprise plans with a 14-day free trial rather than a free-forever plan. Zoho Desk does offer a free edition for three users. Check the current pricing page before deciding, as vendors change plan line-ups regularly.
Yes, on the right tier. Zendesk includes messaging apps such as WhatsApp in its Suite plans with extra fees, Freshdesk adds messaging through its Omni plans, and Zoho Desk adds business messaging from its Standard plan. In every case Meta's WhatsApp Business Platform charges apply separately from the helpdesk subscription.
Zendesk says AI agents are included in every Suite and Support plan, billed by automated resolutions, meaning you pay only when the AI resolves a request without a human. Its Copilot add-on, which assists human agents, is listed at US$50 per agent per month on annual billing as of October 2026.
With one or two people answering one email address and few repeat customers, a shared inbox is often enough. A helpdesk pays off when several people answer several channels, you need to track response times or SLAs, or customers send many messages about the same issue that need to stay in one ticket.
