WhatsApp Chatbots in Singapore: Business App, API or Custom

There are three ways to put a WhatsApp chatbot in front of Singapore customers. The free WhatsApp Business app gives you fixed auto-replies and, for some accounts, Meta's own AI agent. The WhatsApp Business Platform (Cloud API), usually through a provider, gives you menus, AI answers and messages triggered by your shop or booking system. A custom bot on the API gives you full control at a higher build cost. This guide compares the three, with Meta's per-message charges as of October 2026 and the rules that get numbers banned.

Key takeaways

  • The free Business app only sends fixed greeting and away messages; it cannot branch or read what a customer asked.
  • Bots on the Cloud API pay Meta per delivered message; Singapore utility and service messages cost about S$0.02 each.
  • Each business number gets 1,000 free service messages a month, then service replies are charged.
  • Meta requires opt-in before you message anyone, and a bot must offer a clear way to reach a human.
  • An existing Business app number can be connected to the API through a provider that supports Meta's coexistence option.

Short answer

For a few dozen chats a day, start with the free WhatsApp Business app and its greeting and away messages. Move to the Cloud API through a provider when you need several staff on one number, automatic order or booking messages, or an AI bot that answers from your own content.

WhatsApp chatbot options at a glance

The choice is less about the bot and more about the account underneath it. The WhatsApp Business app is a phone app. The WhatsApp Business Platform, also called the Cloud API, is a service your software talks to. Everything a real chatbot does sits on the second one.

WhatsApp Business app

Free

S$0 to download

  • Greeting message, away message and saved quick replies
  • Catalogue, labels and business profile
  • Replies are fixed text; no menus or logic
  • Optional Meta One subscription adds Meta's AI agent where available

Best for: Owner-run shops answering chats by hand.

Cloud API via a provider

Most common

Provider plan + Meta message fees

  • Button menus, keyword flows and AI answers
  • Shared inbox for several staff
  • Order, booking and payment messages sent automatically
  • Provider handles setup and template submission

Best for: Clinics, shops and service firms with steady volume.

Custom bot on the Cloud API

Build cost + hosting + Meta fees

  • Logic fits your exact process and systems
  • Data stays in systems you choose
  • You own the code and the maintenance

Best for: Firms with unusual workflows or in-house developers.

A useful rule: if a person still reads and answers every chat, the app is enough. If you want messages to go out without anyone touching the phone, you need the API.

Option 1: WhatsApp Business app automations

The free app has three tools under Business tools: a greeting message sent to new or long-quiet contacts, an away message sent outside the hours you set, and quick replies, which are saved answers a person sends with a shortcut such as /hours. They take ten minutes to set up and cost nothing.

What they cannot do is listen. An away message sends the same text whether the customer asked about prices or wants to cancel. There is no branching menu, no lookup of an order and no hand-off between staff.

Meta's own AI agent in the app

Meta now offers its Meta Business Agent inside the WhatsApp Business app through the paid Meta One subscription. Meta says the agent replies around the clock, books appointments and captures leads, but also that plans and availability vary by region, app and account. Meta's June 2026 announcement said it was starting with a select number of businesses. Check the Tools tab in your own app to see whether it is offered to you before planning around it. Our guide to Meta AI in WhatsApp for businesses covers what it shares and the PDPA points.

Option 2: WhatsApp Cloud API through a provider

Most Singapore SMEs that want a proper bot use a Business Solution Provider: a company such as WATI, respond.io or Interakt that is approved by Meta, connects your number to the Cloud API and gives you a dashboard. You build menus or connect an AI model in their tool, and your team answers in a shared inbox. Our comparison of WATI vs respond.io vs Interakt lists their plans and limits.

You pay twice: the provider's monthly plan, and Meta's charges per delivered message. Some providers add a markup on Meta's rate, so ask whether message fees are passed through at cost.

The rates come from Meta's pricing page, which changed on 1 October 2026: service replies used to be free and are now charged after the first 1,000 per number each month. Our full breakdown of WhatsApp Business API costs in Singapore works through typical monthly bills.

Option 3: a custom WhatsApp bot

A custom bot talks to the Cloud API directly, without a provider dashboard. A developer writes the logic, hosts it and connects it to your booking system, CRM or AI model. You still pay Meta per message, but there is no per-seat provider plan.

Pros

  • Fits workflows a provider's flow builder cannot
  • No monthly provider fee per user
  • You choose where customer data is stored

Cons

  • Higher upfront cost and someone must maintain it
  • No ready-made shared inbox; you build or buy one
  • Template approval, quality rating and limits are still your job

For most small businesses a provider is cheaper over the first two years. Custom makes sense when the bot must do something specific, such as check live stock in your own system before answering.

Rules every WhatsApp chatbot must follow

Meta's rules apply whichever option you choose, and breaking them is the usual reason numbers get restricted.

  • Opt-in first. The WhatsApp Business Messaging Policy says you may only contact people who gave you their number and agreed to hear from your business. Meta's opt-in guide says the request must name your business and comply with local law.
  • Templates outside 24 hours. Free-form replies are only allowed within 24 hours of the customer's last message. After that, the bot can only send pre-approved templates.
  • A way to reach a human. The policy lets you automate replies but requires a clear escalation path, such as a hand-off to a staff member, a phone number or a support form.
  • Marketing needs consent under Singapore law too. Promotional messages to Singapore numbers also fall under the PDPA's Do Not Call rules, so keep marketing opt-in separate from order updates.

How to choose and launch a WhatsApp bot

Work through these in order. Most of the effort is in steps 1 and 4, not the bot itself.

  1. List the top 10 questions and messages

Pull them from your current chats. If most are opening hours, prices and booking links, quick replies or a simple menu may be all you need.

  2. Decide what must be automatic

Order confirmations, booking reminders or payment links triggered by another system mean the Cloud API. Answering FAQs in office hours does not.

  3. Pick the number carefully

Meta lets providers onboard an existing Business app number so it works in the app and on the API together (coexistence docs). Ask your provider whether they support it; otherwise use a dedicated number.

  4. Write the opt-in and hand-off

Add opt-in wording to your website forms and checkout, and decide who picks up when the bot hands over and in what hours.

  5. Submit templates and verify your business

Templates need Meta's approval, and Meta's messaging limits start low for new accounts. Business verification raises them.

  6. Test with staff, then watch quality

Run it on staff phones for a week, then check Meta's quality rating and block rate after launch.

Do it yourself or get help?

Setting up greeting and away messages in the Business app is a DIY job. A provider trial is also manageable if you are comfortable with forms and templates.

Before you switch a bot on

If you want it done for you, our WhatsApp Notifications package (S$590) sets up an API number through an official provider, submits up to three templates and connects them to your store, form or booking system. For an AI assistant that answers from your own content, see AI Website Assistant (S$790), which can hand chats over to WhatsApp. Meta and provider fees are billed to you directly.

Frequently asked questions

The WhatsApp Business app is free and includes a greeting message, an away message and quick replies. These are fixed replies, not a real chatbot. Bots with menus or AI answers run on the WhatsApp Business Platform, where Meta charges per delivered message and most providers charge a monthly plan.

Expect two costs. Meta charges about S$0.021 per utility or service message and about S$0.094 per marketing message for Singapore numbers as of October 2026, with 1,000 free service messages per number each month. On top of that, a provider plan or a custom build and hosting.

Often yes. Meta offers a coexistence option that lets a provider connect your existing Business app number to the Cloud API, so you can still chat one to one in the app while the API sends automated messages. Not every provider supports it, and Meta lists some limits, so ask before you sign up.

You need opt-in before your business starts a conversation, under Meta's Business Messaging Policy. Replying to a customer who messaged you first is fine within 24 hours. Promotional messages also fall under Singapore's PDPA Do Not Call rules, so collect marketing consent separately from consent for order updates.

Not by itself. Restrictions usually follow blocks and reports from customers who did not expect the messages. Send only what people agreed to, keep promotions out of utility templates, offer an easy opt-out and a route to a human, and watch the quality rating in WhatsApp Manager.
