Short answer
In the WhatsApp Business app, tap Request review on the ban screen; WhatsApp says most reviews finish within 24 hours. On the API, open Business Support Home in Meta Business Suite, pick the violation and click Request Review; decisions typically take 24 to 48 hours.
Banned, temporarily banned or restricted: what you are seeing
WhatsApp uses different words for different problems, and the fix depends on which one you have. Check the exact message on screen or in Meta Business Suite first.
| What you see | Where | What it usually means |
|---|---|---|
| 'This phone number can't use WhatsApp' with Request review | WhatsApp or WhatsApp Business app | Account banned; you can appeal once |
| Same message without Request review | App | Ban is final and cannot be appealed |
| 'Temporarily banned' with a timer | App | Unofficial app or scraping detected; switch to the official app |
| Warning or messaging block of 1 to 30 days | Business Support Home (API) | Policy violation on the WhatsApp Business Platform |
| Account locked or disabled | Business Support Home (API) | Repeated or severe violations; appeal is the only route back |
If your problem is that someone else has taken over the number, that is a hack, not a ban. Our guide to a hacked business WhatsApp, Facebook or Instagram covers that case.
Why WhatsApp bans or restricts business numbers
WhatsApp's account bans article says it bans accounts when it believes activity breaks its Terms of Service, for example spam, scams or putting users' safety at risk. For businesses, the triggers described in WhatsApp and Meta documentation fall into a few groups.
- Messaging people who did not opt in. Bought lists, numbers copied from a spreadsheet or a group, or old customers who never agreed to WhatsApp messages.
- Blocks and reports. Meta's messaging limits documentation bases message quality on signals such as blocks, reports and the reasons users give.
- Unofficial apps and tools. WhatsApp's temporarily banned accounts article names unofficial apps and scraping. Bulk-sender browser extensions and modified apps fall into this category.
- Prohibited products. The WhatsApp Business Messaging Policy and Meta Commerce Policy restrict items such as alcohol, tobacco, drugs, gambling and unsafe supplements.
- A recycled phone number. If the number was used before, the previous owner may have caused the ban.
How to appeal a ban on the WhatsApp Business app
For a number that runs on the WhatsApp Business app on a phone, the appeal happens inside the app. WhatsApp's Business app ban article sets out the process.
Open the WhatsApp Business app on the banned number
You will see 'This phone number can't use WhatsApp' and, if an appeal is possible, a Request review option.
Tap Request review
Explain briefly and honestly how you use the number: who you message, how they opted in and what you send. One phone number per appeal.
Wait for the decision in the app
WhatsApp says most reviews are completed within 24 hours. You can check the status by opening the app; you will get a notification when it is decided.
If unbanned, verify the number again
Re-enter your phone number to verify. Chat history and backups become available again only after the number is unbanned.
Fix the cause before you resume
Stop any bulk sends, remove unofficial tools and clean your contact list before messaging customers again.
Two side effects are worth knowing. A banned Business app account automatically loses any Meta Verified subscription, and if the ban was for a policy breach, the subscription is cancelled without refund.
How to appeal a restriction on the WhatsApp Business API
If you send messages through the API (directly on Cloud API or through a provider), enforcement works differently. Meta's policy enforcement documentation describes a graduated system: first a warning, then restrictions that grow longer if violations repeat.
- A 1 or 3 day block on sending marketing, utility and authentication templates and adding phone numbers.
- A 5, 7 or 30 day block on sending any messages and adding phone numbers.
- An account lock, an indefinite block that can only be removed by appeal.
- Permanent removal from the platform if nothing changes after several warnings. Severe harms, including scams, can lead to immediate removal.
To appeal, sign in to Meta Business Suite, open All tools > Business Support Home, select the WhatsApp Business Account, choose the violation and click Request Review. Add supporting details and submit. Meta says the decision typically takes 24 to 48 hours and the violation is either Unchanged or Reversed. Not every spam violation can be appealed; sometimes you have to wait out the restriction.
Quality rating and messaging limits on the API
A low quality rating is an early warning, not a ban. Meta bases it on how recipients received your messages over the past seven days, with recent days weighted more heavily. You can see it in WhatsApp Manager next to each phone number.
Messaging limits cap how many unique people you can message outside a customer service window in a moving 24-hour period. Since October 2025 they are set per business portfolio, starting at 250 and rising to 2,000, 10,000, 100,000 and unlimited as you verify the business and send good-quality messages. Under the portfolio system, a drop in quality no longer downgrades your limit, but poor quality still blocks further increases and feeds into enforcement.
Pricing and template categories are covered in our guide to WhatsApp Business API costs in Singapore, so we do not repeat them here.
How to keep a business WhatsApp number in good standing
Most bans are avoidable. The rules below come from WhatsApp's own good-practice advice plus Singapore's Do Not Call rules.
WhatsApp ban prevention checklist
For the Singapore marketing rules, see our guide to Do Not Call Registry checks. If you need to send more than a busy phone can handle, the API with proper opt-in and templates is the safer route than any unofficial bulk tool.
Do it yourself or get help?
A one-off ban on the Business app is usually something you can appeal yourself in a few minutes. The cause is the harder part: if your marketing depends on bulk sends to lists you cannot prove consent for, the same thing will happen again.
If you want automated order updates, reminders or broadcasts done properly, our WhatsApp Notifications package (S$590) sets up the official Business Platform with approved templates, opt-in capture and triggers from your store or booking system.
Frequently asked questions
For the WhatsApp and WhatsApp Business apps, WhatsApp says most reviews are completed within 24 hours, and you get a notification with the decision. For the WhatsApp Business Platform (API), Meta says appeal decisions through Business Support Home typically take 24 to 48 hours. Contacting WhatsApp in other ways does not speed this up.
Not while the ban is active. WhatsApp says you cannot access chat history or backups for a banned number. If the review succeeds and the number is unbanned, you verify the number again and can then restore the backup tied to it. If the ban is final, that history stays locked, so keep important records elsewhere too.
WhatsApp notes that a new phone number may have belonged to someone who broke its Terms of Service, and the ban stays with the number. Request a review and explain that the number is newly assigned to your business. If no review option appears, the ban is final and you will need a different number.
Unofficial apps and tools that automate the regular app break WhatsApp's terms and can lead to a temporary or permanent ban. For bulk or automated messages, use the WhatsApp Business Platform through Meta or an official provider, with approved templates and people who opted in. That route has messaging limits but is designed for business volume.
Not on its own. A low rating means recipients are blocking or reporting your messages more than usual. It can stop your messaging limit from increasing and adds to the risk of policy enforcement if it continues. Pause marketing sends, check your opt-in list and make messages more relevant until the rating recovers.
