Short answer
Collecting or transporting general waste for payment needs NEA's General Waste Collector Licence, applied for on GoBusiness. Bulky items, renovation debris and recyclables are Class A; food waste is Class B. Online, show your licence and classes, publish price ranges and take bookings with photos.
Who needs NEA's General Waste Collector Licence
GoBusiness's licence directory entry says the licence is required if your company collects or transports general waste for payment or other reward, or collects used cooking oil from food establishments. NEA's Code of Practice for Licensed General Waste Collectors (version 5, December 2024) puts it plainly: no person or company may collect or transport general waste as a business without one, and you may only collect the classes named on your licence.
| Class | What it covers (per NEA) | Typical business |
|---|---|---|
| Class A | Unwanted furniture, electrical appliances, construction and renovation debris, cut tree trunks and branches, bulky waste, non-putrefiable waste, recyclables (excluding food waste) | Bulky item disposal, renovation debris, recycling pickup |
| Class B | Organic waste such as domestic refuse, food waste (excluding used cooking oil) and market waste | Commercial refuse collection |
| Class B.1 | Used cooking oil | UCO collectors serving food outlets |
| Class C | Grease interceptor sludge, sewage and sludge from septic tanks and sewage plants, waste from sanitary conveniences | Tanker services |
HDB estates, landed homes and condominiums that opt into the public scheme are served by NEA's appointed public waste collectors, so NEA says licensed general waste collectors mainly serve commercial and industrial premises, plus one-off jobs such as bulky items and renovation debris. Check NEA's waste collection systems page for the current scheme.
Applying: documents, fee and processing time
Applications and renewals are done on GoBusiness by a UEN-registered entity using Corppass.
Check you can meet the conditions
You need the right type of collection vehicles and equipment, and trained drivers and crew, to take waste from the collection point to a disposal facility.
Prepare the documents
GoBusiness lists your ACRA business profile, certified copies of each vehicle's log card, photos of each vehicle and piece of equipment labelled with your company name and contact details, and WSQ certificates for drivers and crew.
Apply on GoBusiness
The form takes about 30 minutes. GoBusiness estimates processing within 7 working days once everything is in.
Reply to NEA quickly
GoBusiness says an application may be treated as unsuccessful if outstanding documents or clarifications are not submitted within 3 months of applying.
Pay on approval
The fee is paid online after approval. Keep the licence number handy for your website and quotes.
What NEA expects on vehicles, records and disposal
The Code of Practice sets the day-to-day rules. Several of them are things customers notice, which is why they belong in your marketing too.
- Labelled vehicles and containers: vehicles and equipment carry your company name and contact number; containers are labelled on two opposite sides, with minimum sizes set in the Code.
- Daily records: a client list with addresses, collection frequency, type and weight of waste per collection, the vehicle used and where the waste was disposed of. NEA officers can ask to see them.
- Proper disposal: waste goes to a licensed disposal facility, with incinerable items broken down to the sizes the regulations set.
- Clean collection points: collection points kept free of odours, stains and pests, with no spills onto public places.
| Offence (per NEA's Code, Appendix 3) | Maximum penalty |
|---|---|
| Operating as a general waste collector without a licence | S$10,000, up to 12 months' jail, or both |
| Illegal dumping, first conviction | S$50,000, up to 12 months' jail, or both; vehicle can be forfeited |
| Illegal dumping, second and later convictions | S$100,000 and mandatory jail of up to 12 months |
| Failure to label vehicles or equipment | S$10,000 |
What your website should show
A property manager or renovation contractor wants to know three things before calling: are you licensed for this waste, roughly what will it cost, and how fast can you come. Answer them on the home page.
Waste collector website checklist
NEA publishes the listing of general waste collectors on data.gov.sg, by class. Linking to it costs nothing and tells buyers you expect to be checked. Online pickup booking with photos and pricing
Most quoting time in bulky and renovation jobs goes into back-and-forth messages to work out how much there is. A booking form that asks the right questions does that work before anyone picks up the phone.
Ask for photos and item counts
Let customers upload photos and pick items from a list (sofa, mattress, wardrobe, bags of debris). That is usually enough for a firm or banded quote.
Capture access details
Floor level, lift or stairs, loading bay rules and parking. These change the job more than the item list does.
Offer time slots, not just a date
Show available morning and afternoon slots by area, so crews are not criss-crossing the island.
Take a deposit for one-off jobs
A small deposit by PayNow or card cuts no-shows. Our PayNow on your website guide explains the options.
Send confirmations and reminders
Automatic email or SMS reminders the day before, with the crew's arrival window.

Do it yourself or get help?
The licence itself is your job: the application, vehicles, crew training and records are yours to keep in order with NEA. The website and booking flow are where outside help saves time, because a form that asks for photos, access details and a deposit can cut most of the quoting calls.
Our Online Booking System (S$390) sets up a booking tool in your name with your services and time slots, deposits or full payment, email or SMS reminders, calendar sync and a widget on your website. If you need the site too, Business Website (S$1,490) covers up to 6 pages with a contact form, WhatsApp button, Google Business Profile link and on-page SEO, and you can edit text and photos yourself.
