Short answer
Save the ad click ID (Google's GCLID, Meta's lead ID or click ID) or the lead's email with each CRM record, map one or two CRM stages such as Qualified and Won to conversion actions, and upload them daily via Google Ads Data Manager and Meta Conversions API, ideally via a CRM integration.
Why offline conversions matter for lead businesses
When a form submission is your only conversion, Google and Meta treat a time-waster and a S$5,000 customer the same. Their bidding systems then find more people who fill in forms, not more people who buy. Google's Performance Max lead generation best practices say to optimise to deeper-funnel actions such as 'Qualified Lead' or 'Converted Lead' where possible, because the conversion data you feed in controls what the system looks for.
Offline conversions fix this by sending results from your CRM, spreadsheet or booking system back to the ad platform. It is most useful for businesses with a sales step after the enquiry: renovation, tuition, B2B services, clinics with consultations, property and insurance.
Click IDs: the thread that links an ad to a sale
To match a CRM record to an ad click, you need an identifier stored with the lead. There are two kinds: a click ID the platform adds to the landing page URL, and customer data such as email or phone that the platform matches in hashed form.
| Identifier | Where it comes from | What to do |
|---|---|---|
| GCLID (Google Click ID) | Added to your landing page URL when auto-tagging is on | Save it in a hidden form field and a CRM field; it is case sensitive |
| Hashed email or phone (Google) | Captured by the Google tag when enhanced conversions is on | Upload the same email or phone with the result |
| Meta lead ID | 15-17 digit ID on each Instant Form lead | Store it in the CRM when leads sync in |
| Meta click ID or customer data | Website visits from Meta ads | Send click ID, email or phone with each event |
Google's GCLID set-up article lists the requirements: auto-tagging on, code that captures the GCLID on every landing page and stores it with the prospect's details, and a sales cycle that fits the import window. Google's conversion measurement article adds that GCLIDs must be within 90 days and uploads take 24 to 48 hours to process.
Map your CRM stages to conversion actions
Don't upload every stage. Pick the one or two that best predict revenue and happen often enough to give the platforms data. If you haven't defined your stages yet, our guide to sales pipeline stages shows a simple set.
List your pipeline stages and their typical timing
For example: New lead (day 0), Contacted (day 1), Quoted (day 3), Booked (day 10), Won (day 20). Note how many leads reach each stage per month.
Pick a 'qualified' stage and a 'won' stage
A qualified stage (quote sent, site visit booked) happens sooner and more often; won is the truest signal but rarer. Upload both as separate conversion actions.
Decide which is primary for bidding
Google says primary conversions are used for bidding and secondary ones are observation only. With few sales, make the qualified stage primary and keep won as secondary until volume grows.
Add values if deals differ in size
Send the deal value with won conversions so value-based bidding can favour bigger jobs.
Make sure each stage fires once per lead
A lead that moves back and forth between stages should not be uploaded twice. Use a timestamp field to record when it first reached the stage.
Google Ads: Data Manager and enhanced conversions for leads
Google now steers lead businesses to enhanced conversions for leads, which its help article describes as an upgraded offline conversion import that uses hashed customer data such as email addresses as well as the GCLID. Google recommends it over legacy offline conversion import for new set-ups, and says to keep sending GCLIDs where you have them.
- Data Manager (no code): Google's Data Manager article describes connecting a data source from inside Google Ads. Its supported data sources table lists direct connections including HubSpot, Salesforce, Zoho CRM, Google Sheets and Shopify.
- Zapier or a partner: Google lists Zapier as a supported route for CRMs without a direct connection.
- API: Google says that from 15 June 2026, offline conversion and enhanced conversions for leads uploads moved to the Data Manager API and are blocked in the Google Ads API, so developers should build on the Data Manager API.
- Import windows: for files, Sheets and SFTP, Data Manager imports conversions from the last 90 days on every run; HubSpot and Salesforce connections import the last 14 days on the first run, then changes since the last run.
Before any of this, the website side must work: the Google tag, conversions and enhanced conversions set up as in our Google Ads conversion tracking guide.
Meta: Conversions API for CRM and Conversion Leads
Meta's Conversions API for CRM integration guide explains how to send down-funnel events from your CRM back to Meta and use the Conversion Leads performance goal. Meta lists these fit guidelines:
Meta's Conversion Leads fit check
Meta estimates about a month to value, including a two to four week learning phase, and lists Zapier and partner integrations as faster than a custom build. If your leads already arrive in a CRM or WhatsApp from Instant Forms, as in our Meta lead ads to CRM guide, the lead ID is usually already there.
Consent and PDPA points before you upload
Both platforms match hashed emails and phone numbers to their users. Under Singapore's PDPA you generally need to notify people of the purposes for which you collect, use and disclose their personal data and get consent, so your privacy notice and form wording should mention that contact details may be shared in hashed form with advertising platforms to measure ad results.
- Google's enhanced conversions requires agreeing to its customer data terms in Google Ads.
- Upload only the fields the platform needs (email, phone, click ID, stage, value, time), not notes or ID numbers.
- Don't upload data for people who withdrew consent or asked to be removed.
- Restrict who in your team can export lead lists from the CRM.
This is general information, not legal advice. Our PDPA Compliance Pack covers the privacy policy and consent notice wording.
Do it yourself or get help?
If you use HubSpot, Salesforce or Zoho CRM, the native Data Manager connection plus a hidden GCLID field on your form is a realistic DIY project. Spreadsheet-based businesses can start with a Google Sheet that Data Manager reads daily. The hard part is usually the website: capturing the click ID reliably on every landing page and passing it into the CRM.
If you're not sure whether your current tracking is sound, our Ad Account Audit (S$290) reviews up to two ad accounts, checks that Pixel, Conversions API and GA4 events fire once and correctly, and gives you a prioritised fix list. For a new Google account, Google Ads Setup (S$690) sets up and tests conversions before launch.
Frequently asked questions
It is a result that happens outside your website after an ad click, such as a signed contract or a paid invoice, that you send back to Google Ads from your CRM or a file. Google matches it to the original click using the GCLID or hashed customer data, so you can see and bid towards the keywords that bring paying customers.
Google says GCLIDs must be within 90 days of the click and uploads take 24 to 48 hours to process. Data Manager imports from files, Google Sheets and SFTP look back 90 days on each run. Meta's Conversion Leads guidance says the stage you optimise for should happen within 28 days of the lead.
Not strictly. A Google Sheet with the click ID, email, conversion name, time and value can be connected through Google Ads Data Manager. A CRM makes it easier, because stage changes are recorded automatically and native connections for HubSpot, Salesforce and Zoho CRM can sync without manual exports.
It can be, if people were told about the purpose and consented, and you share only what is needed. Data is hashed before matching, but it is still personal data under the PDPA. Update your privacy notice and form wording to mention ad measurement, and exclude anyone who withdrew consent. This is general information, not legal advice.
Meta suggests at least 200 leads a month for its Conversion Leads goal. Google gives no single number for offline conversions, but its lead generation advice for value-based bidding mentions at least 15 conversions in the last 30 days. Low-volume businesses should start with a qualified-lead stage that happens more often than closed sales.
