Using AI to Write Proposals and Tenders Without Leaking Data

AI tools are good at the slow parts of proposal writing: turning notes into clean paragraphs, matching your answer to the buyer's evaluation criteria and checking you answered every requirement. The risks are uploading a client's confidential tender pack to a personal account and submitting confident claims nobody checked. This guide sets out a workflow for Singapore SMEs: a content library on a business plan, what to redact before upload, how to fact-check the draft, and what to read in a tender's conditions before any AI tool sees the documents.

Key takeaways

  • Read the tender's confidentiality clauses before uploading any buyer document to an AI tool.
  • Business plans of ChatGPT, Claude and Copilot do not train on your data by default; personal accounts can.
  • A reusable library of approved answers gives better drafts than asking AI to write from nothing.
  • AI drafts invent case details, certifications and figures; check every claim against a source.
  • You, not the AI vendor, are responsible under the PDPA for personal data you paste into prompts.

Short answer

Use AI on a business plan (ChatGPT Business, Claude Team or Microsoft 365 Copilot), feed it your own approved content library, redact client and personal details before upload, read the tender's confidentiality terms first, and have a person check every fact, number and commitment before submission.

What AI is good at in proposal and tender writing

Proposal work is mostly reuse and reshaping: the same company profile, team CVs, methodology and service levels, adjusted to each buyer's wording. Large language models are strong at exactly that. They are weak at facts they were never given, which is why the workflow below keeps them on a short leash.

Before you upload anything: tender confidentiality terms

A tender pack is the buyer's document, not yours. Many invitations to tender and requests for proposal include conditions on how tender documents and information may be used, copied or disclosed to third parties. A cloud AI service is a third party that stores and processes what you upload, so read those clauses before you paste anything in.

For Singapore government work, opportunities are published on GeBIZ. The Ministry of Finance's Government Procurement Guide for Suppliers explains that suppliers register as a GeBIZ Trading Partner to download documents and bid. Each tender then carries its own instructions to tenderers and conditions of contract, and those documents decide what you may do with the material, not the AI tool's terms.

Private-sector RFPs often come with a non-disclosure agreement. Check whether it allows disclosure to service providers who are bound by confidentiality. A business AI plan with a data processing agreement is easier to defend under that wording than a staff member's personal account.

Choose a business plan, not personal accounts

The main data risk is staff using free or personal AI accounts for work. OpenAI's enterprise privacy page states that ChatGPT Business and Enterprise data is not used to train its models by default. Anthropic says the same for Claude Team and Enterprise, and Microsoft's Microsoft 365 Copilot privacy page states that prompts and responses are not used to train foundation models. On personal plans, chats can be used for training unless each user switches it off.

ChatGPT Business

US$20/user/mo annual (Oct 2026)

  • Projects hold your library files and instructions
  • Admin console, company-owned accounts
  • No training on business data by default

Best for: Teams that want a general writing assistant.

Claude Team

  • Projects with a shared knowledge base
  • Long documents handled well
  • No training on Team data by default

Best for: Long RFPs and heavy document reading.

Microsoft 365 Copilot

  • Works inside Word, Outlook and SharePoint
  • Respects existing file permissions
  • Licensed per user on top of Microsoft 365

Best for: Firms whose bid library already lives in SharePoint.

ChatGPT Business pricing comes from our ChatGPT Business price guide, approximate, as of October 2026. For a side-by-side of how projects work in each tool, see ChatGPT projects vs custom GPTs vs Claude projects.

Build a reusable proposal content library

AI writes better proposals from your material than from its general knowledge. Spend a day building a library once, then reuse it for every bid.

  1. Collect your best past answers

Pull company profile, methodology, quality and safety sections, service levels and team bios from your strongest past submissions. Remove anything specific to one client.

  2. Mark each item as approved and dated

Put an owner and a review date at the top of each file, for example 'Approved by director, valid to March 2027'. Out-of-date certifications are a common error in tenders.

  3. Keep a fact sheet the AI must use

List your registration details, headcount, certifications with expiry dates, insurance cover and real project types. Tell the AI to use only facts from this sheet.

  4. Load it into a project

Upload the library to a ChatGPT or Claude project, or keep it in a SharePoint folder for Copilot. Add instructions such as 'Answer only from the attached files; write [CHECK] where information is missing'.

  5. Review the library each quarter

Update headcount, certifications and contact details, and remove case summaries you no longer have permission to cite.

Do not put signed contracts, client pricing or staff NRIC numbers in the library. If you would not attach it to a proposal, it does not belong there.

Redact client and personal data before upload

The PDPC's Advisory Guidelines on Use of Personal Data in Generative AI, published 20 July 2026, treat businesses that use AI tools as deployers that remain responsible under the PDPA for the personal data they feed in. Our summary of the PDPC generative AI guidelines covers the detail. For proposal work, the practical rule is simple: the AI rarely needs names to write a good answer.

Redaction checklist before upload

If staff need a written rule for this, our ChatGPT at work policy guide gives a one-page policy you can adapt.

Fact-check the AI draft before you submit

Models produce fluent text that can include invented details: a certification you never held, a project size you never delivered, or a service level your team cannot meet. In a tender, those become representations you may be held to. Our guide to AI hallucinations as a business risk explains why this happens.

  • Every number traces back to your fact sheet or a dated source.
  • Every certification, licence and insurance figure is current on the submission date.
  • Every commitment (response times, staffing, delivery dates) is signed off by the person who will deliver it.
  • The answer uses the buyer's headings and numbering, and every mandatory requirement is answered.
  • Prices in the price schedule match any prices mentioned in the narrative.

Ask the AI to help with the check itself: paste your final draft and the requirement list, and ask it to list any requirement without an answer and any figure that appears twice with different values. Then confirm the results by hand.

Do it yourself or get help?

A small team can set this up in a week: buy business seats, write a fact sheet, build the library and agree a redaction rule. The ongoing discipline is the hard part, so name one person who owns the library and the final fact check.

If you want the library, project instructions and a requirement-matrix template set up for you, our Workflow Automation service (S$390 per workflow) can build the bid workflow on the tool you already use. If you also want a chat assistant on your website that answers from the same approved content, see the AI Website Assistant (S$790).

Frequently asked questions

There is no general ban for suppliers, but each tender has its own instructions and conditions that govern how you handle the documents. Read the confidentiality clauses first. If they restrict disclosure and do not mention AI tools, ask the agency during the clarification period or use AI only on your own content, never on the buyer's documents.

On ChatGPT Business, Claude Team and Microsoft 365 Copilot, the vendors state that your content is not used to train their models by default, and you get admin controls. The vendor still stores and processes the data to run the service, so treat it like any cloud provider and keep restricted client material out.

It can produce a full draft, but submitting it unchecked is risky. Models invent plausible details such as certifications, project sizes and response times. Use AI for structure, first drafts and consistency checks, and keep a person responsible for every fact, price and commitment in the final submission.

Not to start. A business plan of a general assistant with a project holding your approved content library covers most SME needs. Specialised bid tools add features such as requirement extraction and compliance matrices. Check where they store your files, whether they train on them, and who can access them before uploading tender packs.

Leave out NRIC numbers, salaries, home addresses, personal phone numbers and anything about health. Replace client and staff names with roles. Under the PDPA your business remains responsible for personal data that staff paste into an AI tool, so the safest prompt contains only the facts the draft actually needs.
