PDPA Compliance Cost for a Small Business in Singapore

PDPA compliance can cost very little in cash. The PDPC and IMDA publish free tools, checklists and templates that cover what a small business needs. The real cost is staff time, plus any help you pay for: a fixed-price documentation pack, a consultant, IMDA's Data Protection Essentials programme through a listed provider, or a full Data Protection Trustmark (DPTM) certification. This page lays out each route, what is and is not published about price, and what PDPC enforcement decisions say about where to spend first. It is not legal advice.

Short answer

The legal minimum can be done with free PDPC and IMDA tools plus your own time. Paid help ranges from a fixed-price paperwork pack to consultants and DPTM certification, which providers quote individually; IMDA and PDPC do not publish fixed fees. Start with a DPO, a data inventory, security basics and a breach plan.

PDPA compliance cost: the four routes compared

Every route has to deliver the same basics: a DPO, notices and consent, a policy, security, retention rules and a way to handle requests and breaches. What changes is who does the work and whether anyone checks it.

RouteWhat you getPublished cost
DIY with PDPC and IMDA toolsFree generators, checklists, templates and guidelinesFree; your staff time
Fixed-price documentation packPrivacy policy, data inventory, staff policy, breach planSet by the provider (ours is S$690)
IMDA DPE through a listed providerHelp implementing the DPE checklistQuoted by each provider; IMDA says the provider advises the cost
Consultant gap review or auditReview of your practices and a remediation listQuoted individually
DPTM certification (SS 714:2025)Independent certification with yearly surveillance auditsQuoted by certification bodies; standard sold separately
As of October 2026. Software, security tools and staff training are extra on every route.

If you are unsure what the basics involve, our PDPA checklist for small businesses lists them in order.

What the free PDPC and IMDA tools cover

Start here whatever your budget. PDPC's guidance and resources section lists tools and templates, and its getting-started page for DPOs (published 1 September 2026) walks through the first steps.

  • DPO registration: appointing a DPO is described by PDPC as the mandatory first step. You must make the DPO's contact details public, either by registering in PDPC's DPO Registry or by publishing them on your website.
  • Data Protection Notice Generator: a PDPC tool that builds a notice for your website or forms.
  • PDPA Assessment Tool for Organisations: a self-check against the obligations.
  • Templates: consent withdrawal templates, deemed consent and legitimate interests checklists, and sample clauses for employees and job applicants.
  • IMDA's DPE checklist: the Data Protection Essentials framework sets out seven steps and a checklist for SMEs, plus a secure configuration guide for Google Workspace and Microsoft 365.

PDPC also lists a three-day Fundamentals of PDPA course for new DPOs. It is useful but optional for a very small business; the advisory guidelines and checklists cover the same ground at your own pace.

DPTM certification cost and when it is worth it

The Data Protection Trustmark is voluntary. IMDA's DPTM page describes it as enterprise-wide certification, now based on the Singapore Standard SS 714:2025, with assessments by accredited certification bodies and annual surveillance audits.

IMDA does not publish a fee. Your cost is the standard itself, the certification body's assessment and yearly audits, optional consultancy, fixing gaps, and staff time all year. Our DPTM cost guide breaks this down and covers grant routes.

DPTM is worth pricing if

  • Corporate or government customers ask for it in tenders
  • You process personal data for clients, such as HR or marketing services
  • You handle health or financial data

Do the basics first if

  • You have not appointed a DPO yet
  • No customer has asked for certification
  • Nobody can own the yearly audits

The internal time cost nobody budgets for

On every route, someone inside the business has to answer questions, find where data lives, change how forms and files work, and keep it going. That is usually the biggest cost, and it does not stop after the documents are written.

Ongoing tasks to plan for: handling access and correction requests, removing leavers' access, reviewing retention, renewing vendor contracts, and refreshing staff awareness.

What PDPC fines suggest about priorities

The PDPA lets PDPC impose penalties of up to S$1 million, or 10% of annual Singapore turnover for organisations with turnover above S$10 million, whichever is higher. PDPC's enforcement decisions are published, usually with the organisation's name.

PDPC's enforcement guidelines illustrate aggravating factors with past cases such as a password left unchanged for a long time and a known weakness left unfixed for years. Penalties are set on harm and culpability, and PDPC has credited quick remedial action and existing policies and audits. Our guide to PDPA fines and penalties summarises how amounts are decided.

Do it yourself or get help?

If you have time and a fairly simple business, the free PDPC and IMDA tools are enough to meet the legal basics. Register your DPO today; it takes minutes.

If you would rather have the paperwork done, our PDPA Compliance Pack (S$690, fixed price) produces your website privacy policy, personal data inventory from a 20-minute questionnaire, staff data protection policy, DPO appointment notes, data breach response plan and cookie notice. We are not a law firm and do not act as your DPO, so for disputes or a PDPC investigation, use a lawyer.

Frequently asked questions

The legal basics can be done for close to nothing in cash using PDPC and IMDA's free tools, but they take staff time. Paid options include fixed-price documentation packs, consultants, IMDA DPE providers and DPTM certification. IMDA and PDPC do not publish fixed fees for providers or certification bodies, so compare written quotes.

No. The Data Protection Trustmark is a voluntary certification. What is mandatory is meeting the PDPA's obligations, including appointing a Data Protection Officer and making their contact details public. Some customers and tenders ask for DPTM, which is the main reason small businesses pursue it.

It is a baseline framework and checklist from IMDA, with PDPC and CSA resources, to help SMEs put basic data protection and security practices in place. The checklist is free. IMDA lists service providers who can help implement it, and each provider sets its own fee. IMDA says PDPC may consider DPE implementation favourably after a breach.

Yes. Many small businesses appoint the owner or a manager as DPO. The role does not have to be a full-time job or an outside person. The DPO's contact details must be publicly available, either through PDPC's DPO Registry or on your website, and the person should understand the PDPA's obligations.

Staff time, both at the start and every year after. Someone has to map where personal data is held, fix gaps such as shared passwords or old files, handle access and withdrawal requests, remove leavers' access and keep documents current. Paying for documents saves writing time but does not do this ongoing work.
