Short answer
Start with Google Ads if customers already search for what you sell, especially urgent or local services such as aircon repair or clinics. Start with Meta ads if your product is visual or impulse-led and people don't search for it by name. Add the other once the first is tracked and working.
Google Ads vs Meta ads: the core difference
Think of it as answering a question versus starting a conversation.
Google Ads (Search)
Demand capture- Ads appear when someone searches your keywords
- The searcher already wants something like your offer
- Mostly text ads, plus call and location details
- Volume limited by how many people search
Best for: Services people look for when they need them.
Meta ads (Facebook and Instagram)
Demand creation- Ads appear in feeds, Stories and Reels
- Targeting by location, interests and similar audiences
- Image and video creative does most of the work
- Can reach people before they know they need you
Best for: Visual, giftable or new products, and local brand awareness.
Google also sells display, YouTube and Performance Max campaigns that reach people who aren't searching, and Meta can retarget people who already visited your site. But for a first campaign, the search versus feed distinction is the one that matters.
Which to start with, by business type
These are typical starting points, not rules. Test what your own customers do.
| Business type | Usually start with | Why |
|---|---|---|
| Aircon servicing, plumbing, locksmith, pest control | Google Ads | Urgent need; people search and call |
| Clinics, dental, physiotherapy | Google Ads | People search by treatment and area; check healthcare advertising rules |
| B2B services (accounting, IT, renovation for offices) | Google Ads | Buyers research by service name |
| Fashion, accessories, home decor | Meta ads | Visual products; people discover rather than search |
| Cafés, restaurants, bakeries | Meta ads | Local discovery and photos drive visits |
| New product nobody searches for yet | Meta ads | No search demand to capture yet |
| Tuition, fitness, beauty | Either; often both | Some search by need, others are persuaded by visuals and offers |
A quick check: type what you sell into Google, as a customer would. If competitors' ads already appear, there is search demand to capture. If not, discovery on Meta may be the better first step.
Tracking: the part that decides whether either works
Both platforms optimise toward the results you report back. Without tracking, they optimise toward clicks, which is rarely what you want.
- Google Ads needs the Google tag and conversion actions for forms, calls, bookings or purchases. Our guide to Google Ads conversion tracking explains enhanced conversions, and our guide to tracking calls and WhatsApp clicks covers phone leads in Singapore.
- Meta needs the Meta Pixel plus the Conversions API sending the same events from your server, so results aren't lost to browser privacy settings.
Meta's learning phase help page says an ad set usually exits the learning phase after about 50 results in the week after its last significant edit. That matters for small budgets: if you optimise for purchases and get five a week, the system is learning slowly. Optimising for a more frequent event, such as leads or add-to-cart, helps at first.
How budgets work on each platform
Both let you start small and stop any time, but the mechanics differ.
- Google Ads uses an average daily budget per campaign. Google's daily budget help page says it may spend up to twice the average on a busy day, but not more than 30.4 times the daily average in a month for most campaigns.
- Meta sets a minimum budget per campaign or ad set that varies by country, objective and bid strategy; its minimum budget page says Ads Manager alerts you if your budget is below the minimum.
Neither platform publishes a "right" budget for a Singapore small business, and average cost-per-click figures online vary widely by industry and year. Use Google's Keyword Planner for estimated search costs on your keywords, and treat the first month on either platform as a paid test.
A simple first-budget plan
If you can afford both, run them in sequence rather than splitting thinly from day one.
Set up tracking first
Conversions on Google Ads, Pixel and Conversions API on Meta, tested with a real form or purchase.
Start on the platform that matches your demand
Google for searched-for services, Meta for visual or discovery products.
Run four weeks with a budget you can afford to lose
Enough for a few dozen clicks a day on Google, or for Meta's learning phase on a frequent event.
Judge on enquiries and sales, not clicks
Compare with your own records: who called, booked or bought.
Add the second platform
Use Meta to retarget Google visitors, or Google to capture people who search your brand after seeing Meta ads.
Shift budget toward what produces customers
Review monthly. Don't cut a channel just because it shows fewer platform-reported conversions; check your own sales data.

Do it yourself or get help?
Both platforms are designed for self-service, and a small business can launch a basic campaign in an afternoon. The common failures are missing tracking, broad targeting and judging results on clicks.
Our Google Ads Setup (S$690) builds the account in your name with GA4 and tested conversions, keyword research, one Search campaign with up to 3 ad groups and a negative keyword list. Our Meta Ads Setup (S$590) sets up your Business portfolio, Pixel and Conversions API, one campaign with up to 3 ad sets and 3 to 5 ad creatives. Both include a 2-week check-in report; ad budget is paid by you directly to the platform.
Frequently asked questions
Neither is better in general. Google Ads suits businesses people already search for, such as urgent services, clinics and B2B services. Facebook and Instagram ads suit visual, giftable or new products that people discover rather than search for. Pick the platform that matches how your customers find businesses like yours, and add the other later.
Yes, and many businesses do once both are tracked. They work well together: Meta ads build awareness and Google captures people who later search for you, while Meta can retarget visitors from Google. With a small budget, start on one platform, get tracking and results right, then add the second.
Neither Google nor Meta publishes a recommended budget for Singapore small businesses. Treat the first four weeks as a paid test with an amount you can afford to lose. On Google, check estimated costs for your keywords in Keyword Planner. On Meta, budget enough to reach the learning phase, about 50 results a week, on your chosen event.
Meta ads can run without a website, using lead forms, messages or Instagram profile visits as the goal. Google Search ads normally send people to a website, though call-focused ads are possible. In both cases a fast landing page with clear prices and contact options, plus conversion tracking, makes the budget go much further.
Usually because the campaign optimises for engagement or traffic instead of purchases or leads, or because the Pixel and Conversions API aren't sending purchase events. Meta's system delivers what you optimise for. Choose a sales or leads objective, check events arrive correctly in Events Manager, and judge results on sales, not likes.
