Short answer
After adding the tag, mark your enquiry actions as key events (form submit, WhatsApp and phone clicks, purchase), filter out internal traffic, set data retention to 14 months, link Search Console, and connect your cookie banner through consent mode. Then watch three numbers monthly.
GA4 setup checklist at a glance
Work through these in order. Each item is explained below with the Google help page behind it.
GA4 setup checklist
Property, data stream and the Google tag
Create the property under a Google account the business controls, not a freelancer's or a staff member's personal Gmail. Add at least two people as administrators so you are never locked out. Set the reporting time zone to Singapore and currency to SGD before data starts arriving, because time zone changes don't rewrite past data.
Add a web data stream for your domain. Google's tag ID page shows where to find the G- measurement ID and the snippet. On WordPress, Wix, Squarespace or Shopify, paste the ID into the built-in integration or your consent tool rather than editing theme code. If you already use Google Tag Manager, add the GA4 tag there instead, and never both, or every page view is counted twice.
Key events for a small business: forms, WhatsApp and purchases
Google now calls important actions key events; its conversions vs key events page explains that 'conversion' is reserved for Google Ads measurement. For a small business, three to five key events are enough.
| Action | Event to use | How to capture it |
|---|---|---|
| Enquiry form sent | form_submit, or a custom event on the thank-you page | Enhanced measurement detects many forms; a thank-you page view is more reliable |
| WhatsApp click | click where link_url contains wa.me or api.whatsapp.com | Outbound clicks are collected by enhanced measurement; create a custom event from them |
| Phone click | click where link_url starts with tel: | Create a custom event from the click data, or a Tag Manager trigger |
| Online purchase | purchase | Shopify and WooCommerce integrations send it with revenue |
| Booking made | The booking tool's event, or its confirmation page | Check the tool's GA4 integration notes |
Check enhanced measurement is on
Admin > Data streams > your stream. Leave page views, scrolls, outbound clicks and form interactions switched on.
Create custom events for WhatsApp and phone
Admin > Events > Create event. Base it on the click event with a link_url condition, and name it whatsapp_click or phone_click.
Mark them as key events
Admin > Events, then switch on 'Mark as key event' for each enquiry event once it has fired at least once.
Test with DebugView
Open the site, submit a test form and tap the WhatsApp button, then watch the events arrive in DebugView.
Filter out internal traffic and set data retention
Your own visits, and your staff checking the price page every day, skew small numbers. Google's internal traffic help lets you tag visits from your office IP address and then exclude them with a data filter.
Define internal traffic in the data stream's tag settings with your office's public IP address, then create the filter in Testing state first. Google warns that once a filter is Active the effect is permanent: excluded data is never processed. Check the test results in Explore before you activate it. Staff working from home or on mobile data won't be caught by an office IP filter, which is normal.
Then open Data retention. Google's data retention page says standard properties can keep user-level and event-level data for 2 months or 14 months. Choose 14 so you can compare this month with the same month last year in Explore reports.
Link Search Console and set up consent
Linking Search Console shows which Google searches bring visitors and what they do next. Google's Search Console integration page says the link adds Google Organic Search Queries and Traffic reports, covers up to 16 months of data, and that data arrives about 48 hours after collection. The Search Console report collection is unpublished by default, so publish it from the Library. If you haven't verified your site yet, our Search Console setup guide covers it.
GA4 uses cookies and identifiers, so your privacy notice should say so. If you also run Google Ads or have visitors from the EU, use a cookie banner connected to Google consent mode so tags respect each visitor's choice. Our cookie banner and consent mode guide walks through it, and the GA4 vs Plausible vs Matomo comparison covers the PDPA side and lighter alternatives.
A 3-number monthly GA4 report
Most small businesses don't need dashboards. Check three numbers on the first working day of each month, compare with last month and the same month last year, and write one line about why each moved.
- Enquiries: total key events (forms, WhatsApp, phone, bookings). This is the number that pays the bills.
- Enquiries from organic search: key events where the session source is Google organic. Shows whether SEO work is paying off.
- Enquiry rate on the main service pages: key events divided by sessions on those pages. If traffic is steady but this drops, the page or the offer needs work.
Save these as an Exploration or a custom report so it takes five minutes. Ignore bounce rate and average engagement time unless a page is clearly broken.
Do it yourself or get help?
If your website platform has a GA4 field and your enquiries come through one form, you can work through this checklist yourself in an hour or two. Get help when forms are embedded from another tool, when Tag Manager is involved, when events fire twice, or when the cookie banner needs wiring to consent mode.
Our Speed & SEO Fix (S$390) includes checking your analytics and Search Console set-up alongside page speed and on-page SEO, so the numbers you read each month can be trusted.
Frequently asked questions
Key events are the actions you mark as important to your business, such as an enquiry form being sent, a WhatsApp click or a purchase. Google renamed GA4 conversions to key events so that 'conversion' now refers only to actions used to measure and optimise Google Ads campaigns. Mark three to five key events on a small business site.
With enhanced measurement on, GA4 records outbound link clicks with the link URL. Create a custom event in Admin based on the click event where the link URL contains wa.me or api.whatsapp.com, name it whatsapp_click, then mark it as a key event once it has fired. Test it with DebugView by tapping your own WhatsApp button.
Define internal traffic in your web data stream's tag settings using your office's public IP address, then create a data filter that excludes it. Start the filter in Testing state and check the results, because Google says an active filter permanently stops excluded data from being processed. Home and mobile visits by staff won't be caught.
Standard GA4 properties can keep user-level and event-level data for 2 months or 14 months, set under Admin and Data retention. Choose 14 months so you can compare with the same month last year in Explore reports. Retention changes don't restore data that has already been deleted, so set it on day one.
The PDPA doesn't name cookie banners, but GA4 collects identifiers, so your privacy notice should explain analytics, and you should get consent where needed. If you run Google Ads or have EU visitors, a banner connected to Google consent mode is the practical way to respect choices and keep measurement working.
